Looking for a website to find past traffic conditions on a certain date/time?

I am trying to find a website where I can find out certain traffic conditions for a certain date and time. The reason is I work for a trucking company, and I am trying to make sure there was a valid reason a driver took three times as long to return to the terminal (usually takes 2 1/2 hours-3 hours, took 5 1/2 hours) I’ve tried looking on a few sites but haven’t been able to find anything helpful. Thank you!

Can anyone please advise on how i can get to grips with advertising rates, website traffic estimates etc?
